The person and the place
Heather Minor is town clerk for Long View, North Carolina, a town of about 5,300 people outside Hickory. She also serves as the town's director of Human Resources and its public information officer, three jobs held by one person.
The problem
Compiling official meeting minutes was, in her words, "one of my most daunting tasks," something she "dreaded" every time. She would record a full council meeting, then sit through the whole recording again, stopping every 15 to 30 seconds to type out what she heard.
